Despite efforts to recover and rebuild so long after the devasting fires many homeowners are still battling developers, insurance companies and local legislation.
This has caused so many delays due to building approvals of plans, increased code requirements for new construction, and a lack of sympathy and assistance from local leaders in the community.
Fire resistant building materials are a beginning, and certainly help in high risk areas, but who is going to ultimately be burdened with the costs?
