The City of Boulder has been notorious for having all kinds of rental rules, building restrictions, and guidelines.
The net effect is that this keeps the heads of locals swimming as they try to understand how to remain in compliance with the city’s guidelines and protocol.
In a recent development, it appears the city won’t pursue looking at changes to the city law about Airbnb, VRBO, and other short-term rentals.
The city did however consider some potential policy positions regarding large groups creating “party houses” which could have created concerns about noise in some neighborhoods.
That issue wasn’t pursued. Code officers have had trouble dealing with over-occupied ‘vacation rentals’ possibly due to enforcement officers being overloaded with other enforcement work.
Seems that property owners are doing an end-run around the rules. Advertising a home as having space for 8, 10, or more people, and they end up with a large group in the house, (sounds similar to large condos and homes in mountain resort properties).
The people in the home get around the city’s occupancy limits for unrelated people living in the same home by simply saying they’re all related. By the time anyone can deal with it, they’re likely out of town.
Ultimately city council seems to want to deal with issues as they may come up on a case-by-case basis instead of handling it as a ‘policy issue’ for now.
